Proven in the field: authored a commercial airport's Tarmac Delay Contingency Plan filed with the Department of Transportation under 49 U.S.C. §42301, and designed and led a TSA-mandated triennial Aviation Security (AVSEC) tabletop exercise, coordinating a unified response across multiple public safety agencies.
